Army C4IM IT Support Services: Summary
PenBay Technology Group provided technical support to the G6 and all Divisions (Policy, Programs, and Plans Division PPD), Project Management and Integration Division (PMID), Operations Division (OD) as well as the eight (8) Brigade Headquarters. This support was provided nationwide as well as at selected overseas locations. In addition, we provided complex C4IM IT support to approximately 8,000 users across the HQ USACC, as well as all of the USACC 8 Brigades, servicing 275 Senior ROTC programs at various military sites and universities, and over 1700 Junior ROTC programs at high schools both CONUS and OCONUS. This contract required the IT support of 257 Senior Reserve Officer Training Corps (SROTC) units located on college and university campuses and 1700 Junior Reserve Officer Training Corps (JROTC) units located in high schools throughout the United States.

Solutions
The PenBay Technology Group C4IM/IT Support Services Team effectively maintained Information Technology (IT) assets and troubleshooted hardware and software issues with limited vendor support. We worked with client Help Desk technicians to resolve simple issues or to expedite IT remediation. The Team continuously looked at software and hardware performance and evaluated impacts on providing secure and reliable information access for Army Cadet Command (ACC) users. The Army Cadet Command C4IM operating environment spaned multiple governments and civilian networks with a primary application and file service support provided by Army Human Resource Command. Often, our Team assisted with market research on Commercial off the Shelf (COTS) software and hardware products. Providing this assistance required team members to interact with market vendors, perform a cost-benefit analysis, and provide the client with in-progress purchasing consultation.
Our C4IM/IT Support Services Team implemented Government-approved policy and strategic plan management. Team members provided support to the development of the command's IT governance policy and procedures; proof of concept and pilot of the Virtual Desktop Infrastructure (VDI) support; and numerous draft documents and updates for the USACC G6. During CIO/G6 program assessments on the effectiveness of IT services/support for 273 Senior Reserve Officer Training Corps Battalions, PenBay Technology Group’s Team input for the initial survey and support to on-campus visits was critical to the project's success.
PenBay Technology Group’s IT experience included Video Teleconferencing (VTC) and design and implementation of Audio/Video (A/V) systems across multiple government network infrastructures. Our C4IM/IT Support Services Team supported the VTC at ACC locations, as well as in other buildings with large amounts of A/V equipment. We coordinated with VTC techs and participants to make sure all details are captured and tested before the conferences. The Team stayed current and knowledgeable on Mediasite, Cisco, AMX, Extron, equipment, and performed preventive maintenance for maximum operability.
Our C4IM/IT Support Services Team also provided Information Management Officers for ACC wide-ranging projects. That required technical support, analysis, researching, consolidating, documenting, training, and host school support for the ACC mission, along with supporting the lifecycle replacement of software baselines and original setup of workstations and devices such as smartphones and printers.
Lastly, our C4IM/IT Support Services Team maintained logistic support and accountability of IT equipment assets and loaner equipment. This work included tracking equipment and sub-hand receipt, and monitoring and tracking C4IM training and compliance; updating and maintaining software application roles and account access.
Results
PenBay Technology Group’s work supporting the Army Cadet Command at Fort Knox, KY and at the outline brigades received excellent marks. Our work helped to maintain smooth operations, compliance, and reliability.
